Independent review

The reliability of a brand depends on proper monitoring or inspection. The inspections are carried out by certification institutions that provide professional, independent inspectors. They assess the standard and put it to test in the field. Reports are checked, field visits made and discussions held with management, employees and local residents.

The certification institutes are in turn controlled by accrediting organizations such as FSC-FSC-Certified for international and national accreditation institutes for PEFC certification.
An accrediting organization assesses a certifying institute on their competence, qualification and independence. The procedures used, administration, and the qualifications of personnel are also investigated. This is necessary to ensure the credibility of the brand and to maintain the confidence of consumers.

Most certification institutes train local inspectors, or put up regional offices. This makers certification  cheaper and accessible to everyone.

ISO has developed general guidelines for certification and accreditation. FSC International has prepared a manual for accreditation of certifiers (see website).
